Call (305) 914-4191New Port Richey grew up along the Pithlachascotee River, which runs through downtown to the Gulf of Mexico. The city was incorporated in 1924 and counted 16,728 people in the 2020 census, and census estimates put 29.9% of residents at 65 or older. The city says 44% of its area is in a FEMA high-risk flood zone. We have closed with homeowners in New Port Richey, and nearby in Spring Hill, Land O’ Lakes and Wesley Chapel.

Pasco County market
Asking prices are down. Homes sit about ten weeks.
Realtor.com put the median Pasco County asking price at $339,900 in September 2026, about $25,000 below a year earlier, and the typical listing spent 74 days on the market. New Port Richey is its own market. Census estimates for 2020 to 2024 put the median value of an owner-occupied home in the city at $183,100, with 56.9% of homes lived in by their owners.
That gap shows up when you sell. A buyer’s lender and insurer look hard at an older house in a flood zone. If your house is updated, elevated or easy to insure, a listing may bring you the most money. If it took water in Helene, needs a roof, or faces a repair bill near half its value, a direct sale or a terms deal can be the simpler path.
We can buy as is for cash, take over your mortgage payments, buy on seller financing on your terms, or list on the MLS for 1% through our licensed partner brokerage. Compare them on our compare selling options page, or read about our cash sale, subject-to sales and the 1% listing.
Flood, surge and the 50% rule
What Helene changed for New Port Richey sellers
What the 2024 storms left behind, and what it means if you sell. This is general information, not legal or insurance advice. Confirm the rules for your address with the city or county.
The night the Gulf came in
On September 26, 2024, Hurricane Helene pushed the Gulf into west Pasco. The National Weather Service measured a peak of 5.04 feet above mean higher high water, about the average daily high tide, at the New Port Richey gauge before the gauge stopped reporting. In some places the water rose more than four feet higher than in Hurricane Idalia the year before. By September 30, the county had made damage assessments at more than 10,000 locations.
Source 1 · Source 2 · Source 3How much of the city is in a flood zone
The City of New Port Richey says 44% of its area lies in a Special Flood Hazard Area. Those are the zones FEMA maps with a 1% chance of flooding each year: AE, A, AH and AO, plus VE and V near the coast, where waves add to the risk. The city puts the chance of a flood during a 30-year mortgage at 26%. A homeowners policy does not cover flood, and a new flood policy usually has a 30-day wait.
SourceHow the 50% rule works
If repairs to a building in a flood zone cost 50% or more of the building’s market value before the damage, it counts as substantially damaged. The land is not part of the math. The building then has to meet today’s flood rules, which usually means raising the lowest floor above the base flood elevation, plus one more foot in New Port Richey. The local building official or floodplain manager makes that call, not FEMA. Owners with a flood policy through the NFIP can get up to $30,000 in Increased Cost of Compliance coverage to help pay for it.
Source 1 · Source 2New Port Richey’s two-year look-back
Under the 50% rule, repairs and improvements can add up over several years. On October 21, 2024, after Helene and Milton, the City Council passed an emergency ordinance that shortened that look-back window from five years to two. The ordinance says it may be repealed or extended, so ask the city’s Development Department what applies to your address today. Port Richey runs its own reviews, and in unincorporated coastal Pasco, county officials said in March 2025 that unpermitted storm repairs could bring fines of up to $500 a day.
Source 1 · Source 2 · Source 3Florida’s flood disclosure for sellers
A Florida seller now has to give the buyer a flood disclosure at or before the signing of the contract. Since October 1, 2025, it covers flooding you know damaged the house while you owned it, any flood insurance claim you filed, including with the NFIP, and any help you received for flood damage, including from FEMA. Ask a Florida real estate attorney how to answer for your house.
Source 1 · Source 2Insurance after the storms
Citizens policies with wind coverage on homes in a Special Flood Hazard Area must carry flood insurance at any value. Outside those zones, Citizens requires flood coverage for homes with a dwelling value of $400,000 or more in 2026, and for all of its residential policies from January 1, 2027. Condo unit-owner policies are exempt. If you plan to keep the house through a renewal, ask your agent early, since the requirement now reaches homes outside the high-risk zones too.
SourceIf your house took water, you do not have to rebuild it before you sell. We buy flood-damaged homes as is, even with an open claim or a stalled repair, and we see every house before making an offer, in person or by video call. Read our guides to selling a storm-damaged house, selling with an open insurance claim and what happens if a hurricane hits before closing.
Older homes near the Gulf
Most New Port Richey houses were built before 1990
Many are now about 50 years old, the age when repairs start to cost more.
The city’s housing plan used the 2000 census. Of about 8,400 homes counted then, 38.2% were built in the 1970s, about 80% were built from 1960 through 1989, and only about 10% were built in 1990 or later. Another 14.7% were manufactured homes. The plan notes that once a building reaches about 50 years of age, repairs become more costly, and it names the aging housing stock as one of the city’s most pressing needs.
Age shows up when a buyer tries to insure the house. Citizens requires a four-point inspection of the roof, electrical, plumbing and heating and cooling for homes more than 20 years old. A shingle roof older than 25 years must show at least five years of useful life, or the roof has to be replaced before a policy is written. Our guide to four-point and wind mitigation reports explains what buyers ask for. If your carrier has dropped you, see our options after an insurance nonrenewal. When you sell as is, the repairs and the 50% math become the buyer’s job, not yours.

Questions
What New Port Richey homeowners ask us
Can I sell my New Port Richey house if it flooded in Helene?
Yes. You can sell a flood-damaged house as is, without rebuilding first. We see every house before making an offer, in person or by video call. Florida requires a flood disclosure at or before the contract, so keep your claim and repair records handy.
What is the 50% rule, and does it apply to my house?
If a building in a flood zone needs repairs costing 50% or more of its pre-damage market value, not counting the land, it is substantially damaged and must meet current flood rules, which usually means elevating it. The local building official decides, not FEMA. Ask the city’s Development Department at (727) 853-1047 about your address.
Do I have to tell a buyer my house flooded?
Florida law requires sellers of residential property to give a flood disclosure at or before signing the contract. It covers flooding you know damaged the house while you owned it, flood insurance claims you filed and any flood assistance you received, including from FEMA. A Florida real estate attorney can help you answer it.
How much of New Port Richey is in a flood zone?
The city says 44% of its area is in a Special Flood Hazard Area, with a 1% chance of flooding each year. It puts the chance of a flood over a 30-year mortgage at 26%. The Development Department can tell you the zone for your address.
My insurer wants a new roof. Do I have to replace it before I sell?
No. You can sell with the roof the house has. Florida law says an insurer may not refuse to renew only because a roof is less than 15 years old, and an older roof can stay insurable if an inspection shows at least 5 years of useful life left. A buyer who purchases as is takes the roof cost off your plate.
Where is probate filed for a New Port Richey estate?
At the West Pasco Judicial Center, 7530 Little Road, New Port Richey, through the Pasco County Clerk and Comptroller. A Florida probate attorney can tell you who can sign for the estate.
Do you speak Spanish?
Yes. Erick Roda calls in Spanish, and the HOMKEYS team takes calls in Spanish. This page is also available in Spanish.
What does it cost to ask HOMKEYS for options?
Nothing. Asking does not commit you to sell. On a cash sale, HOMKEYS pays the closing costs, and we close 7 to 90 days out on your date at a licensed Florida title company, usually First International Title.

A real Florida team reviews every house, and Dor oversees every offer and closing. We explain every number before you decide anything.
