01Mainland and island are two different sales
The Merrill P. Barber and 17th Street bridges cross the lagoon to Ocean Drive and the Central Beach district. The mainland holds the Historic Downtown and the Osceola Park Historic Residential District. Census figures put the median owner-occupied home value at $391,900. A condo on the island and a house in town draw different buyers, insurers and lenders.

After the 2021 Surfside collapse, Florida passed SB 4-D. Condo buildings three stories or taller need a milestone structural inspection by December 31 of the year they turn 30, then every 10 years, or at 25 where local officials cite conditions such as salt water. By late 2024, Indian River County had 49 reports covering 67 buildings, and a local paper reported in July 2025 that one building countywide had failed its first inspection.

The same law requires a structural integrity reserve study every 10 years, covering the roof, structure, plumbing and more. For budgets adopted on or after December 1, 2024, associations generally cannot waive those reserves. A 2025 law allows a two-year funding pause right after a milestone inspection. For many owners it still means higher dues or a special assessment.

Citizens Property Insurance asks for a four-point inspection on homes more than 20 years old. A shingle roof older than 25 years, or a tile or metal roof older than 50, needs proof of five more years of life, or a new roof. Citizens is also phasing in flood insurance: every policy with wind coverage must carry it by January 1, 2027. Condo unit-owner policies are exempt.

Hurricane Frances came ashore as a Category 2 on September 5, 2004, and the National Weather Service estimated an 8-foot surge near Vero Beach. Three weeks later came Jeanne, a Category 3, with an unofficial 106-knot gust reported in Vero Beach. Nicole made landfall just south of the city on November 10, 2022. In October 2024, Milton’s outer bands sent at least six tornadoes through the county, two over downtown.

Redfin’s flood data puts 66% of Vero Beach properties at risk of severe flooding over the next 30 years, and every property at some wind risk. Since October 1, 2025, Florida sellers must disclose flood insurance claims, help received to repair flood damage, and known flooding during their ownership. We buy storm-damaged homes as they are.
